At Cushman & Wakefield, we are seeking a highly motivated Technical Services Manager to lead the delivery of exceptional technical and operational services across a diverse property portfolio. Acting as a trusted partner to both clients and internal stakeholders, you will be responsible for managing key accounts, ensuring the seamless integration of service delivery platforms, and providing timely, accurate, and consistent information to support informed decision-making. Combining strong technical expertise with commercial and financial acumen, you will drive service excellence, ensure robust governance and compliance, and play a pivotal role in achieving both client objectives and Cushman & Wakefield’s commitment to operational excellence.
The Technical Services Manager (TSM) core focus is to act as an expert advisor, supporting the FM and ESG teams by providing technical advice, audits and reports. The role will be responsible for day-to-day management of the various MEP and related services contracts to ensure that the contracts operate safely and efficiently and all necessary statutory and best practice compliance requirements are met and satisfactorily documented. The role also includes monitoring the various contracts to ensure that all contract specifications are met, using key performance indicators to monitor and record contractor performance. The TSM will also be responsible for supporting the day to day delivery of MEP and related small service charge and capital expenditure projects across the portfolio. The TSM will have a sustainability bias, be fully embedded within the ESG team and support the teams with the understanding of sustainability and environmental legislation and best practice.
Core Responsibilities:
To pro-actively manage the day-to-day operations of the mechanical and electrical maintenance contract, to give technical support related to any MEP or hard services contracts for the portfolio.
Monitor and review the services provided by the various contractors and ensure that the terms of all relevant contracts are being fully met.
To manage the processes, policies and procedures necessary for effective operation of the contract.
Client reporting and presentations
To review and amend supplier contract specifications.
Complete site-specific tenant fit-out guides
Provide input into regular operational management meetings and reports as required.
Establish and manage procedures for monitoring and benchmarking supplier and contract performance.
Complete ESG life cycle reports to an agreed format. Arrange and attend all stakeholder review meetings
Management of AMR roll-out project
Development and implementation of energy efficiency guidelines and tracker
Pro-actively recommend projects to enhance sustainability to sites
Manage internal and external relationships including Client, Cushman & Wakefield, local authorities, service providers and statutory bodies.
Provide technical support & advice to the FM team nationally.
Review new industry regulations and CIBSE/HVCA guidelines and contract utilities.
Review and manage engineering business risk.
Manage service providers and monitor performance against contracted SLAs and KPIs.
Co-ordinate the production of performance reports, carry out analysis of the results and take appropriate action to ensure continuous improvement is achieved.
Provide team update/training in relation to building services.
Establish ‘value for money’ strategies for delivering the technical management service.
All Health and Safety matters effectively managed.
Complete engineering site surveys & audit reports and create site-level action plans.
Prepare routine engineering reports where required as part of client account management.
Undertake feasibility studies, tender and project manage the delivery of renewable energy (PV), electric vehicle (EV) charging and other small engineering projects where instructed
Manage asset level legislative and regulatory risks current and future planning across managed assets
Review industry guidelines and utilities regulations providing guidance and support to C&W asset services and clients, when change impacts the managed portfolio.
Core Knowledge, Experience and personal qualities:
Proven track record across Facilities Management / Managing Agent
Experience in energy management and ESG related technical management
Operating knowledge of Output Specifications and commercial management of performance-based contracts.
Operate in a collegiate environment working closely with property and finance teams – team player.
Experience in networking and building harmonious relationships internally and externally.
Good working knowledge of current legislation relevant to role.
Good operational knowledge and management of CAFM
IT skills (MS Word, Excel, PowerPoint, Outlook, Internet)
Excellent organisational skills.
The ability to communicate in a clear and concise manner.
Demonstratable skill and knowledge of the operation of MEP services and equipment.
Experience in managing MEP and related service contracts.
Experience in contract management.
A strong technical understanding of commercial office building operations and services
A full understanding of sustainability and environmental legislation and best practice.
Full understanding and experience of setting contract KPI’s and management of contractor performance.
Good working knowledge/understanding of building operating systems (mechanical, electrical, controls and fire/health and safety).
Understanding of energy management and optimisation within or applicable to properties.
Experience in developing and implementing new practices, policies and procedures.
Knowledge and experience in health and safety management.
Demonstratable skills and experience in project management and project cost planning.
Strong time management and delegation skills.
The ability to work proactively and flexibly to achieve goals and targets.
Defects / warranty management.
CIBSE & HVCA guidelines
Qualifications:
IOSH Managing Safely
Appropriate Engineering degree and/or HND/HNC qualification.
Current engineering professional status such as chartered, incorporated or Technician engineer
Appropriate levels of technical awareness and compliance training.
